I am doing a past paper and do not get question 2 of the multiple choice

Why isn't the answer A is it because NaCl is still soluble in water?

Yes. Precipitation occurs because not all ionic compounds are soluble and that results in an insoluble compound being precipitated, (if the separate ions are added together in solution).
