Explain how the potential for people to be healthy and engaged in physical activity can occur despite the presence of several disadvantaging factors.

My interpretation is as follows:

In what ways is it possible for people to be healthy and physically active regardless of the various negative contributing elements that could be 'holding them back.'

Please note: I am probably very wrong but that's my interpretation based on face value of the question.
