Outline how the Australian Government identifies priority health issues (3 marks)

When identifying priority health issues the Australian Government adheres to a criterion, this determines what issues are of utmost importance. Social justice principles are taken into account including equity, access, participation and rights. For example a local hospital may put out a notice that ATSI peoples aren’t participating in recommended cancer screenings thus the government will advertise and create campaigns to encourage them to participate in which will reduce the mortality rate relating to cancer due to early detection. The government may place a higher priority on specific population groups that suffer a higher prevalence compared to others. For example the government identifies that ATSI peoples have a higher prevalence of disease and a low life expectancy, campaigns such as ‘Close the Gap’ have been implemented by the Australian government to target this issue and improve it. The government identifies priority health issues by the prevalence of a condition, if the certain disease affects a large amount of people it becomes a high priority health issue. For example cardio-vascular disease is the biggest killer in Australia making up 35% of deaths thus the government recongnises this as an issue of importance and put campaigns into place such as ‘Jump Rope for Heart’ and they will increase access to medical services for those who are limited to access. Health priority issues are identifies through early intervention/detection as well as potential for prevention. Strategies such as early detection screenings and vaccinations can prevent the development and spread of diseases or other health issues, this will allow the government to stop the issue before it gets worse and to minimise risk factors. The costs to the individual and community are taken into account, for example the government investigates if the cost of the disease indirectly imposes on the community or the financial costs of treatment in which is a direct cost. It also considers other costs such as emotional or social problems of the individual. By the government effectively following the criteria it will be able to successfully identify priority health issues in Australia.
