Also, I have liked to start my essays off with an appealing and eye catching introduction...and then go into defining your terms etc and answering the question.
Eg if you get a questin relating to economic growth in Australia, you might begin the intro by: "Australia is currently in its 12th consecutive year of strong economic growth, fuelled by (blah blah)" and then go on to define what economic growth is, how it is measured etc.
Also, in the conclusion, my teacher always told us not to just summarise what you've said in your essay, but write down recommendations for future (eg what govt policies could be implemented tom improve etc....)...but ALSO remmeber to answer the question in ur conclusion as well to show u have reached a conclusion after discussing the topic in ur essay
