who do prelim offers go to? they are released even before the preferences are due. so do preferences have to be finalised before then?

It's most like courses with entries other than UAI's i think, like the UTS BIT course. They already know that they got in, so I believe they get a Preliminary Round offer.

it's also for uni students who are transferring and also mature-aged students mainly, who usually apply for the one course and have tafe degrees/work experience stacked up to their bums.
