in the image below.....you got green box which mean positive rep, red for negative...what are the Grey for? how can you give a neutral rep?

Go to FAQ on the menu bar towards the top, User Profile Settings, click Reputation...
It explains everything you asked.

Reputation may be positive
, negative
or neutral
. Negative reputation may only be given if the administrator has enabled this. Neutral reputation is only given when the person giving reputation does not meet the criteria set by the administrator to affect someone else's reputation.
What criteria?

When you're in the red, such as myself ololz, it means when you rep someone it will appear as neutral.... E.g. I don't meet the requirements to rep queers who take reps too serious becuz I'm -rep
