Does repeating subjects in anyway change the way in which the UAC will calculate a students UAI?
To be more specific i am repeating two subjects in order to increase my UAI, and was told that the UAC takes this into consideration- and takes 20 uai marks off what will be my new UAI.

Is this just another old wives tale?

No such deduction is made.

The HSC marks you receive for the repeated courses will replace the marks you had previously received for those courses, regardless of whether they are higher or lower. You will have a new UAI calculated for you which combines these new marks with the rest of your old marks.
