Alright - I just need a second opinion from someone who's "been there, done that"

So I have to fill in a online form to apply for my HECS-HELP etc. and in that form, it askes for my TFN.

I don't have a TFN and I won't have one for another 20-28days.

Little extract from the form:
-------------------
Your provider is authorised under the Higher Education Support Act 2003 to collect your TFN. It is not an offence not to provide your TFN. However, you will not be able to obtain a HECS-HELP loan for the amount of your student contribution that remains unpaid on the census date unless you give your provider, on or before the census date, either your TFN or a Certificate of application for a TFN from the Australian Taxation Office (the 'Tax Office'), stating that you have applied for a TFN.
-------------------

From what I've gathered, I'll have to show them a cert. of application for a TFN.

My problem:
So what do I put in the box which askes for a TFN if I don't have a number to put in?
The site won't allow my appication form untill everything is filled out - this includes the TFN.
