The english syllabus is just a generalised outcome for the english piece being assessed.
The english rubric is just a more detailed syllabus that is unique to the module or assesment etc.
Most of the english syllabus' are quite similar but the rubric is the more detailed explaination of what is required for each assesment/exam.
P.S. It should be available on the board of studies website along with the course syllabus.
