I've heard that assessment marks at school are moderated (or scaled) according to the school performance on the previous year not the current year. Is this true?

How they moderate has nothing to do with pervious years.

Not only would that be unfair, but very silly.

Really? Might have been false information. I heard it from a JR student who apparently heard his principal mention it.

Certainly not.

It may seem like it because the top schools tend to stay at the top, but that's because they only enroll those with demonstrated abilities.
