Yes, the 0 in 3201 is significant, but not otherwise. As a rule, just think if it has a number behind it, its significant.

Juse use your common sense when it comes to sig figs
e.g 0.01020345 to six sig figs would be 0.0102035 because you must start counting from the first NON-ZERO digit, in this case it's the 1. Then when you reach the 4 (the 6th sig fig), you look at the next number (5 in the example) and if its greater than or equal to 5, you add one to the 6th sig fig (4 in the example).

i dont think 0.00 has 3 significant figures, there doesnt appear to be any NON-ZERO digit numbers in there. You cant get that answer of 0.00 in an exam if they ask u to find something to lets say 3 sig fig. It will be a number where there will be NON ZERO figures and u have to write it to 3 sig fig or watever

if the answer is exactly 0, then rounding to 3 significant figures is 0.00
if it is 0.00012345 then 3 sig fig would be 0.000123

For 0.00, technically speaking there are no significant figures because you are supposed to count from the first NON-ZERO digit, and there are none, lol. Don't worry about it because you're not gonna be asked to express 0 to 3 sig. figs after doing some long question.
