yes they did prescribe Lincoln's speech in 2002 i fink, however it must not b forgotten that this decision engendered quite a controversy and teachers frm many schools appealed to BOS saying that they cant specify etc....

chances are that the BOS will never specify again given the amount of criticism frm teachers...and even if it does it would b sumfin popular like King's speech or sumfin short like Lincoln or Keating.
