I've had much delight and also anger about the relationship between the states and the commonwealth.

i find it funny that it's a conservative govt. whose trying to take away state's rights, esp. wen liberals traditonally want to keep state's rights.

i notice the federal government only wants to take over stuff that arent fucked up at the moment (i.e. they dont want health or transport)

this GST thing is really interesting as well, i hope NSW and other states hold their ground, and tell the govt to fuck off, as well as withdrawing powers they have conferred upon the commonwealth (e.g. some corporations powers)

wat do y'all think

PS : There was a recent proposal to take over health.

yeah i know, but Tony Abbot said 'no way' (not a direct quote) i'm sure Bob Carr would LOVE 2 get rid of health

edit: or did u mean the fed govt proposed 2 take over health, if so, i hadnt heard about that

Regarding the GST state revenue as my limited understanding goes it is not divided based on population and Premier Carr thinks it should be, is this correct?

i believe the system is designed so that, in theory, the states get money based on a system thats suppossed to allow all states to deliver services equally (i.e. hospitals deliver same service no matter wat state ur in)

I agree with the federal governments plans to centralise the Industrial relations system. At present there is a vast array of regulations at both the state and federal level which make the efforts of business all the more confusing, in addition to the confusion that pertains to employees. The centralisation of the system would essentially simplify awards etc for employers and undoubtedly benefit plight of businesses and employers in their own right.
The states have effectively become bureacratic quagmires where there is more concern about restructure and short-term thinking over qualitative policy. Michael Costa even admitted himself that the bureacracy had become too excessive in size and was exhausting many of the resources that the states acquired. What the federal government is effectively doing, is holding the states to account on their expenditure patterns. Regardless of the dispersion of GST revenue by the Commmonwealth Grants Commission, the states now have much more revenue attheir hands than they otherwise would.
Therein lies the reasoning behind the commonwealth in placing pressure on the states to reduce business tax etc that were all part of the agreement signed in 1999.....

It is quite complicated I must admit...
