The PLO is comprised of several palestinian terrorist groups the primary one being the Fatah organisation.
In late 1966 the PLO (located in East Jerusalem) began to assume authority over the Palestinians.
With the defeat of the Arab nations in the 1967 war and the occupation of Jordanian, Egyptian, and Syrian territories with large palestinian populations, this lead to an increase in Palestinian nationalism and militarism
A result of the 67 war was the rise of Yasser Arafat to the leadership of the PLO in 1969
One point to remember that the PLO consisted of both Islamic and Christian Palestinians - it was more of a nationalistic movement than a religious movement.
Under Arafat's leadership, the palestinian groups were much more aggressive against israel.
This lead to the Black September attack by King Hussein and the Munich Massacre.
The PLO also during this time began to create a political infrastructure for a state of Palestine - in particular in areas such as health care and education.
The PLO was recongised as the representatives of the Palestinian people in 1974 which brought them into the diplomatic light - they had to now negotiate directly with Israel
