Taxi driver meted 3 deaths for rape
By Joy Romares-Sevilla

A LOCAL court sentenced a taxicab driver to triple deaths for raping his eight-year-old stepdaughter thrice inside their house in Ecoland, Davao City eight years ago.

In his eight-page decision, RTC Judge Salvador M. Ibarreta finds the accused Rolito Pugosa, of legal age, guilty beyond reasonable doubt and is sentenced to suffer the penalty of death for the three different information filed against him by the complainant Daisy (not her real name).

The complaint was filed in 2001 after the victim revealed to her maternal aunt the lustful acts committed by her stepfather.

In her affidavit, Daisy said the first incident happened in the evening of September 16, 1998 while she was sleeping inside her room.

Daisy said her mother was out working when the incident happened. She added that on the following day (September 17), she was again raped by the accused just after she took her breakfast.

The last incident happened in the evening of September 17 while Daisy's mother was still not around. Daisy said she had no guts to tell her mother about the incidents because she was threatened by the accused.

On February 2001, Daisy claimed her maternal aunt visited her in their house.

This prompted the complainant to reveal to her aunt the rape incidents.

At first, Daisy's aunt did not believe her but when the latter brought her to a hospital for a medical examination, she learned that her niece had experienced chronic sexual abuse.

Daisy's aunt informed Daisy's mother and this resulted in the filing of three separate complaints against Pugosa.

Pugosa submitted a counter-affidavit, denying Daisy's accusations.

He claimed that on September 16, he and his employer went to the latter's farm in Kibalang in Calinan, Davao City and stayed there for a couple of days. He only returned home in the afternoon of September 18.

But Ibarreta said the defense of alibi of the accused is inherently weak "because it can easily be manufactured and courts look upon it with suspicion and always receive it with caution."

Uninsured taxi driver fined $750

Tuesday February 14 2006

A taxi driver was convicted and fined $750 when he appeared before Senior Magistrate Asquith Riviere on a traffic offence.

Ashton Gregory pleaded guilty to driving an unlicensed vehicle and not guilty to careless driving and driving without insurance when the matter first went before a magistrate.

Gregory reportedly ran into the back of a motor jeep belonging to Joran Brown of Lightfoot.

Brown was travelling from south to north on the All Saints Road and upon reaching the vicinity of Clark’s Hill, realised a car was parked in his path. He reportedly pulled behind the car to allow another vehicle travelling in the opposite direction to pass.

Brown said as he was pulling from behind the parked car, he felt an impact at the rear of his vehicle. He stopped, came out of his vehicle and saw that motor van TX 615 driven by Gregory had ran into his vehicle.

A report was made to the All Saints Police Station and an officer visited the scene and made inquiries. Gregory admitted then that the vehicle was not licensed. He was arrested and charged. The taxi operator, who has been driving for 35 years, has until the end of the month to pay the fine or in default be sent to prison for six weeks. The incident is reported to have occurred on 23 April 2004 about 9:45 a.m.

Taxi Driver Fined For Smoking In Vehicle

By Alistair Bushe Security Correspondent

Wednesday 15th February 2006
When William Smyth was pulled over by police and handed a £30 fine for smoking in his vehicle, he initially thought he was the victim of an elaborate prank. The Belfast taxi driver was so taken aback that he initially didn't even take the fixed penalty seriously.
The 46-year-old, who works for a firm in the east of the city, was off duty at the time - but was told he had broken the law by lighting up behind the wheel as he drove along King's Road on February 4. "The officer had a look around the car and then more or less said, 'I see you are smoking in the vehicle' and gave me a £30 fixed penalty and said something about health and hygiene," said William. "It's hard enough to keep your van as charges go up year by year without being fined £30 for smoking. This is my own car, it's my only form of transport and when I'm not working it should be my business whether I choose to smoke in it or not. "I certainly don't smoke when I have passengers in the car." William has received the backing from East Belfast MLA Michael Copeland, who has pledged to overturn the fixed penalty.

Mr Copeland has written to police demanding that the fine be lifted. The MLA had already expressed outrage at figures showing that east Belfast and Castlereagh had the highest number of detections for speeding in Northern Ireland last year, with 2,394 and 2,298 fines collected respectively.
"I was amazed to hear Mr Smyth's story. It strikes me that this, when taken with the inordinately high levels of fines for speeding that are given out by police across east Belfast and Castlereagh, points to heavy-handed policing or someone in the PSNI setting targets for raising as much cash as possible," said Mr Copeland. A PSNI spokesman said police did issue a fixed penalty to a man at King's Road on February 4 for "smoking in a PVC vehicle". He said smoking is an offence under PVC regulations (Northern Ireland 1985). The spokesman said anyone given a fixed penalty could contest it in court. He added that complaints about police should be made to the Police Ombudsman. It is believed it is an offence to smoke in a PVC vehicle, whether or not passengers are present.

Police say sorry for response in knife terror call

MEDWAY Police has apologised for its inadequate response after knife-wielding thugs threatened party-goers at an 18th birthday bash.

Ian Tullett was left fuming with the force and has lodged an official complaint and was scared for his life when thugs ambushed his daughter’s party at the end of the evening.

He dialled 999 in terror as guests were leaving the Parochial Hall in Ingram Road, Rainham, and claims he did not get the response he needed.

Mr Tullett, of Parkfield Road, Rainham, said: "There was only about 20 of us left and we were making our way outside, when a man on a moped and another on foot appeared from nowhere and started threatening the guests with combat knives.

"We didn’t know if they were going to rob or stab us – they were very agitated."

The guests ran back into the hall and locked themselves inside and dialled 999.

"It was very scary, most of the children and women were crying and the thugs were banging on the door trying to get in," Mr Tullett added.

The guests waited for a patrol car to arrive, but about 10 minutes later got a call from Kent Police asking for directions to the venue. Eventually, the thugs gave up trying to get into the hall.

Three male guests later ventured outside to see if they were gone. When they realised the coast was clear, the other guests left the hall – and were greeted by the police, who asked if they were all okay, before driving off.

Since the terrifying incident on Saturday, February 4, he has made a formal complaint to the chief constable of Kent Police, Mike Fuller.

He added: "Seeing as there was a murder in Gillingham the night before, I can’t understand why two thugs brandishing knives at us were not treated as a serious emergency."

Acting Insp Geoff Payne said: "Kent Police is investigating the incident reported by Mr Tullett and we have spoken to him about the way the matter was dealt with. We are very sorry for the distress caused."

PRIVATE hire taxi drivers at Glasgow Airport have been warned they will have their licences revoked if they don't improve their manners.
The ultimatum comes after two drivers were suspended for leaving passengers "scared and upset" by their aggressive conduct.
The passengers were subjected to verbal abuse and intimidation, according to Renfrewshire Council.
Both drivers were angered because they were asked to take their fares on short trips to Paisley and Johnstone instead of Glasgow city centre.
Driver Andrew Slaven, 39, from Elderslie, had his licence suspended for three months amid allegations he left a lone female passenger in a state of fear and alarm.
Councillors heard claims that Slaven swore at the passenger and said: "You've got to be joking - this is my third Paisley job today. I don't believe this."
The female claimed he sounded his horn in an aggressive manner and shouted that he was fed-up during the incident on July 14.
He stopped at a petrol station and allowed a second driver to complete the trip to Paisley.
In a separate incident, John Anderson, 45, from Glasgow, was suspended for almost two months following an official complaint from a family from Aberdeen.
A couple told how Anderson reacted with "huge sighs, raised eyebrows and shrugging of shoulders" when they asked to be taken to Johnstone in August.
The council's regulatory functions board heard he then drove in an erratic manner, swinging the car about the road and screeching to a halt.
A report before the board states: "The complainer said he found the whole experience very upsetting for himself, his wife and 10-year-old daughter.
"He further stated that he would be very concerned if a member of his family had to travel with such an aggressive,
impolite and alarming taxi driver ever again."
Councillor John McDowell, convener of the regulatory functions board, said: "There was clear evidence of passengers not being dealt with in a professional manner because they had asked for a journey not deemed a lucrative enough fare by the taxi drivers.
"The board will not tolerate passengers at the airport being inconvenienced or made to feel uncomfortable in this way.
"We don't want a minority of taxi drivers damaging the reputation of the trade."

Taxi drivers pay the price for breaking law

February 16 2006 at 12:10AM

Twenty-four taxi drivers were caught on Wednesday driving in the emergency lane on the M1 highway between Corlett Drive and the Atholl-Oaklands offramp, Johannesburg metro police said.

"One of the drivers was caught twice. First, he used the emergency lane on the M1 south and after dropping his load off in town, he travelled on the emergency lane while going north again," spokesperson Wayne Minnaar said.

The drivers were fined R500 each.

Two other cars were also caught travelling in the same lane during early morning traffic. - Sapa
