He reports how the Rhetra, obtained by the Delphic Oracle, decreed that Lycurgus should establish a sanctuary to "Zues and Athena"; divide the poeple into "tribes and Obia" and to appiont a gerousia which comparamised 30 men including the kings.

i think thats the gistz of it ..

A Rhetra is somthing spoken, reflecting the oral tradition of Sparta and its laws..hope tha helps.
