To put in a skills summary or not? in a CV (1 Viewer)

I'm applying for a position which says to hand in your CV and a letter addressing the specified criteria. If I've already got the letter to address the specified criteria, can I leave out the skills section in my resume?

Ok, what about this. In a normal situation, i.e. just handing in a coverletter and resume for a position without any criteria specified, then....

If you highlight your skills on your cover letter, then do you need to put a skills section in your resume anyway? Because I keep hearing that rehashing your resume is a big no-no but I don't see any way out of that?
btw, this is for a student position at a community pharmacy--just looking for part time work.
