when transfering from one course to another (within or not within the same uni), can it only be done at the beginning of 2nd year?

It can be done at the beginning of any year, though credit for subjects already completed, if they are relevant, often only extends for a certain amount of time/units...

do u kno the number of units dat count towards the uni course transferal system? GPA?

Yes, well, it is a grade point average... it's averaged over all of the units you've done.
