A transformer is needed to convert an input voltage of 6000V to an output voltage of 240V. Find the ratio of the number of turns in its secondarycoil to the number of turns in its primary coil.

Thanks, that's what I got but the NEAP paper says it's 25:1 =\

I'd say it's wrong. If the secondary transformer has more coils than the first it's a step up transformer not step down.
