Correct... mostly.
My understanding from working inside the Registrar's dept is if you're an international student, buying your place at uni is about the same cost as if you're an Australian student, buying your place at uni (ie a DFEE place... non gov-supported place.. ie someone using FEE-HELP, too).
Conversely, if you do HECS, the gov't pays about half, and then lends you the other half... so ultimately, yes; Australian students who got into uni through the HECs scheme get a lot cheaper rate, compared to international and non-Hecs Australian students.
So,
some Australians pay (roughly) the same tuition fees as International students.
