For the experimental question, part a independent is frequency, and dependent is kinetic energy. You should really read back on the photoelectric effect, and the early experiments done by physicists regarding it to understand more.

part b would be your standard control variables, in this case since the photoelectric effect is caused by light, you should remove all other sources of EM radiation (or just light would probably be fine).
