I need help with this question, how did they rearrange the equation? Because I don't even know how they got the equation in the first line of the solutions.

rearrange equation to x^2 - 6x = 8y + 7
Then complete the square by adding 9 to both sides so
x^2 - 6x + 9 = 8y + 7 + 9
