Vietnam Conscription... (1 Viewer)

Can anyone here tell me how conscription was passed for Vietnam? Because, it would require a change in the Constitution (thus a referendum) and we have only passed two of em, and it wasnt for conscription I think.....
Could it be S.51 (external powers) of the constitution? That gave em the loop hole.....
Because, I remember, Billy Hughes tried to get a referendum passed for conscription back in the day.....but he failed {this influenced sectarianism for those whom do SOR :)}

the idea of conscription was already in the constitution, in the defence act. billy hughes didn't try to get a referendum passed because a referendum means a change of constitution, which was unecessary. billy's votes were plebiscites.
