Viscosity - The hydrogen bonding between water molecules hold these molecules strongly together and this strong intermolecular attraction makes it difficult to separate the water molecules. This accounts for water's high viscosity since the molecules are difficult to separate during a flow.

Surface Tension - Water molecules at the surface of a liquid are pulled down by the hydrogen bonding intermolecular forces of the water molecules below them. The molecules at the surface are attracted downwards and this holds the surface molecules tightly making the surface of liquid have high tension.
