Let say you got a water supply of unknown quality (i.e. from some lake). How do you qualitatively and quantitively identify the ions present (e.g. Cl-, HCO3-, and SO42-) using classroom techniques?

Do you mean just anions of cations as well? In the classroom it's nearly impossible to get good quantitative data. There are all kinds of tests involved here, you can find them here at CSU and in all the major textbooks :).

You would have to use precipitation reactions....
add lead if form precipitate its cl-
new solution
add barium if prepcipitate it is SO42-
and if you add acid and it bubble and fizz.....its HCO32-
