Project management is part of the IPT HSC syllabus as you can see here http://www.boardofstudies.nsw.edu.au/syllabus_hsc/pdf_doc/ipt-st6-syl-from2010.pdf
As for why is doesn't have its own sub-forum i'm really not sure, but seeming that it doesn't i would say that it would be a safe bet to just post about project management in the general Information Processes and Technology section.
