Is it true that most of the content learnt in the preliminary year is not needed for year 12 physics (apart from moving about apparently)? If it is, can't we just start preparing for year 12 physics in year 11?

yes.

(actually moving about/electricity has some carryover, but it's mostly conceptual and you can learn it again fairly easily)

you should absolutely be able to start now
