I was wondering, if you meet the financial independence test (earning $16000 in 18 months after leaving school) do you automatically get youth allowance, or can they turn you down for other reasons?

Also, how come some rich kids have it without the 18 month thing? How do they scam the system like that!

there's more than one test, but i forget so *shrugs*
