i think life experience is what defines wisdom. you can have so many degrees in your back pocket but its not worth anything when you come up against someone who has that life experience.

Stolen from Wikipedia, I know, but if we compare Mugabe to the following, I think you'll find he meets all the criterion.

A wise person can discern the core of important problems.
A wise person has self-knowledge.
A wise person seems sincere and direct with others.
Others ask wise people for advice.
A wise person's actions are consistent with his/her ethical beliefs.

I'm sure he has all of the above, it's just that his perception of right/wrong is skewed/different to ours, and he's just slightly... nuts.

Mugabe sincere and direct? Are we talking about the same Mugabe?
Also, self-knowledge includes a knowledge of one's limits. Mugabe shows no sign of this, despite being an 85 year-old dictator.

Morals and ethics don't have much to do with being wise eh. Good character (subjective anyway) and wisdom don't have to go hand in hand.

there's a difference between knowledge and skill.

I find orators less powerful if they stutter or have a lisp, but doesn't make them any less knowledgable.

I'd say it means you are factually clever but also posess the ability to intuitively do the most sensible of your options at a given time. Opposites can be useful to reach a definition so I'd say that someone unwise would be stupid and tactless.
