Maybe a bit of software and electrical, not, mechatronic.
I'm guessing that the shirt may contain LED's and piezo-electric crystals to provide an EMF proportional to the disturbance created by the sound!
apart from that I don't think it would be a hard core engineering project.

the shirt does not use LEDs, it uses electroluminescence technology
