Yes, when doing notes for Physics - you must follow the syllabus to the letter.
Following the syllabus is important but if everyone did that then everyone would be getting 100's. Its more about understanding the concepts behind the syllabus dot-points and being able to apply these to the real world and moulding them under pressure to hsc exam questions.
I used a 5 multi-subject book and wrote my notes for each module in each section. I hand wrote them and used the textbooks Jacaranda Physics, Excel Physics and Physics in Contexts for my notes and diagrams and for practicals used Dot Point Physics and Dot Point Practicals. The key thing is though once the concepts have been understood and the dot point done, go onto past papers. It is all about learning the concept and exam technique.
Physics is about understanding the concept because then you can mold your answers to 6-7 marker questions which involve you incorporating your knowledge from a combination of modules (which is increasingly starting to happen). Also its about exam technique and how you structure and answer your questions.
If you write too much you're potentially making yourself lose marks where that time could've been spent better elsewhere. The key thing is learning when you've gained the possible marks so u can stop writing. If you continue writing when you've already gotten the marks then you could also possibly contradict yourself later on and so LOSE MARKS DUE TO WRITING MORE!
