I was offered my first preference according to UAC. However, I later checked the cutoff for my course and found that it was higher than my ATAR. Should this normally be possible?

The majority of course cutoffs are inflated by the amount of bonus points handed out by the institututions and UAC.

Yeah it is possible :) When I got into my first uni course (wayyy back in 2006 :p) my UAI was 12 points under the cutoff. Lucky for us, this stuff happens all the time.
