"Analyse the effect of protectionist trade policies on the Australian economy"

Someone please explain what this question is asking for. It seems ambiguous to me. Also how would you structure this essay?

I wrote a rough draft and now looking back I have a feeling it's not even answering the question :(

So look at the way in which protection policies have had an impact on our economy, not just our domestic policies but the protection policies of other countries which may have had an impact on our trading with them. I need to revise my protection policy content so don't quote me on this but policies that arose during the Animal Cruelty shenanigan with Indonesia affected the Cattle trading and some of the policies implemented were protectionist. Something else could be the high levels of protection on agriculture in other economics which makes it difficult for the Aussie farmers to compete due to no assistance. The last one I can think of is probably a major one in terms of domestic protection and its the Manufacturing/Car Industry and how it's been bailed out many times and what the positives and negatives have been.

In terms of structure it depends on which areas of protection you plan to look at and which effects of protection specifically since it'd probably be too much to do everything. I'd be glad to read over a structure or something and share my opinion if you'd like.

ayy Rivalry, how do you know when to use statistics in an essay? Would you use them in this one?

Can someone please comment on my essay structure? (I divided it into two section)

Here's a break up of my structure: (please comment because I think it's really unorganised); first draft
1. Australia's move to free trade since 1973 and its effect on Australia's economy
2. Australia's bilateral free trade agreements and their effects
3. APEC/AANZFTA and how they affect Australia's economy
4. WTO and its influence
5. EU and their CAP and how they influence Australia
6. short introductory paragraph for effects (just to break up the essay into 2)
7. reduced protection effects on individuals
8. reduced protection effects on firms
9. reduced protection effects on governments
10. a short paragraph on effects of increasing protection (e.g. retaliatory effects)
11. another paragraph on effects but not categorised under individuals/firms/governments (e.g. CAD, inflation)
12. conclusion

I was about to include extra paragraphs on subsidies/tariffs/quotas and their specific effects but I'm not sure :s
I'm really lost about this essay question because I'm not sure what it asks for
Please help!!
