The question is out of the scope of the syllabus, as it uses the Second Fundamental Theorem of Calculus.

I'm guessing that whoever wrote that question was, at that time, in 1st year Uni and got a bit over excited about the content that they're learning.

does this law basically state that the derivative of the anti-derivative = function?

Could this fact be useful for HSC math? and for what circumstances?

For now, pretty much yes. That is the basic gist of it.

However, the statement of the theorem itself won't be useful for HSC Maths. You do implicitly use it often, but not knowing what it actually is won't be harmful to you.
