I know this may seem like a reaaaaallly easy question, but I need someone to explain the inequality, how is -3 < x? When the parabola cuts -3 exactly, and the same thing for the rest of the inequality, I just need someone to explain the overall inequality.

Do they mean that since -3 is negative then it's less than x?

No, -3 < x < 4 means that the set of all values of x that satisfy the inequation are those where x is strictly in between -3 and 4. For example, plug in any value in this range (say x = -2) into the LHS of the inequation and you'll see it's negative. Plug in any value OUTSIDE this range and you'll see it's NON-negative.
