yeah they can do that because your only allowed a 5 minute rest break every 30 minutes of your exam
the rules are that youre allowed to take a rest break when you choose and that you have to inform the supervisor. 5 minute every 30 minutes just refers to the amount of time you get, not that you have to take rest breaks every 30 minutes.
