I don't do modern so I'm prob not the most qualified person to give advice, but if I were to do this essay I would obv start with an intro with a rough outline on the different Aboriginal protest movements throughout the 20th century and the overall effect/ success it had on society/Australia. Then in the body paragraphs I would describe each protest movement in detail explaining what it consisted of, the effect it had on Australia and then I would state how and why It was successful/unsucessful it was. Then in the conclusion you just sum up everything u said in the essay

some possible structures could be
intro, para on successful movements, para on unsuccessful movements (if ur claim is that only some movements were successful)
intro, para on first half of century, para on later half of century (maybe after civil rights in US, idrk the topic but that seems like a big turning point), or more paragraphs as u see fit so that in chronological order theres an about equal amount of content per paragraph
and in each para, 1. describe a specific movement. 2. judge its successfulness. 3. provide quotes/stats/examples to prove its successfulness. and repeat

Looking at the HSC definition or description for the words (evaluate + describe) will help you understand whats expected in your response and the amount you should write. For example, when the question says describe you want to provide more details and characteristics compared to outline (if I got that right). Also PEEL is a common structure for a specific point, but for the broader essay probably the structures alrdy mentioned above
