I am unsure of the grade- but my class was 36/54 and the highest was freaking 45.5/54

Most definitely. The test should be set to an achievable standard. Teachers should be making tests based off what they have taught rather than the syllabus, and very few questions on further reading. And they should be teaching the syllabus material anyway...!
