My application for a TFN is still pending and I have around a week left to accept an offer. If the situation occurs where the TFN doesn't arrive can I still apply for HECS after I have accepted the offer? (UNSW Commerce)

Is the scaling of this subject severe? Say i was aiming at an ATAR goal of 90 and i were to get a 90 or so in this subject. How low would that mark scale? What would it mean for the ATAR?
