I wouldn't say employment is bleak in the sense that mathematicians and actuarial studies graduates are in high demand pretty much anywhere. It doesn't have to be a job in just insurance. You could work for the government, at a bank, as a consultant, etc etc. You DON'T have to be an actuary...
If I could go back I'd do a science(advanced mathematics) degree over a commerce degree anyday. Too many students do commerce. Its over saturated and an overrated degree.
In regards to your single degree commerce question - firms often hire students with single degrees because it allows the students to leave uni faster to work for them. Also a student doing a double degree and cadetship is much much longer and costs more $$$$. Firms dont like paying more $$$$.
