also if its a three marker and you give a four mark type response but one of your bits sucks then they will give you the 3 marks for the 3 really good bits and ignore the 4th not sure if that makes much sense

I think so, in the hsc they cant take away marks for stuff u don't have only give marks for stuff u do have (unless what you don't have was like the one thing it needed)
