Yes. It's really simple. The person ranked first internally, gets the highest external mark for his internal mark and his own external mark. So if you got 10% in your internal exams but you're ranked 1st and get 100 externally, you get a score of 100 for both internally and externally.

Not true. Doing poor-scaling subjects don't mean you can't get 99+. You should do a subject you like and your certain you can do well. Scaling will only affect you if you are not doing too well.
