They are scaled the same. Your error lay in the assumption that a mark of X in Advanced means the same as a mark of X in Standard. The marks reported by the Board are not comparable between different courses.

The appropriate action would be to seek a review of the decision in the NSW ADT (the State equivalent of the Cwlth AAT). So, yes, it can be done, by someone with proper standing.

There is no statute or legislation that prevents you gaining access to your own marks. There isn't even a common law decision yet - nothing has been decided by the courts. All that has happened is that the Board has made an administrative decision which has not yet been challenged.

Unfortunately, the precedent was reversed in January of this year. No-one has yet attempted to have that decision overturned.

Yes, they are equivalent. The NSW and ACT's UAI, Victoria's ENTER, South Australia's TER and Western Australia's TER are all equivalent.

The example given only referred to the top five students. It's impossible to say what will happen to their marks without knowing the marks of the other students.

No, initial moderated assessment marks are aligned in exactly the same way as raw examination marks. The current layout of the flowchart is, in my opinion, the most intuitive and the least confusing.
