    They do need the answer booklets. Part of the clerical recheck process is that any question scored as a non-attempt actually contained no attempt. This requires a visual inspection of the student's booklets.

    Probably a "depressed mark" situation. Since the top ranked student only got 81, the bos initially leaves them out of moderation. So the next ranked person was given your (highest) exam mark, 90, as their assessment mark. Only then is the top ranked student moderated, placing them appropriately...

    Becos its two separate exams, double the cost to check it. Every answer book is stored in a different area.

    No, you can't get that. It would be revealing private information about another student (the one who came 10th in the course).

    There is only a fixed number of marks to be shared between students during moderation. That is the total pool of marks earned by the school group on the HSC exam. If you bunched all the top students very close together then, yeah, they might get a bigger share, but that would leave nothing...
