if I buy this book secondhand, the price is cheaper but it won't come with the supplement...so is that supplement essential?

I got a different answer (which quite makes sense) , could someone tell me why I'm wrong?
To make it correct, The only way is to subtract 12 in my answer .... But, the function C doesn't consider order, isn't it?!
Only the P function counts different orders , so what's happening...
Could someone please help me with part two this question? my answer has the sigma sign in it, and I don't quite get what the solution provided in the book
