I'm 99% sure you can change it, as it falls under the same UAC code and you haven't even started uni. So it shouldn't be a big issue, but the safest bet is to contact UNSW or go there in person to sort it out! :)
Of course, there would be differences compared to the GO8 such as UNSW and USYD. However, it is not bad. UTS is actually really modern and advanced in terms of their equipment and teaching. They focus more on the practical aspect of teaching! :) So since your friend's ATAR qualifies for UTS, go...

It's possible but change the habit of last min work. Start today than tomorrow. Otherwise you're a capable 95+ student but only getting high 80s to 90.
At the moment, you're around 80 ATAR, but don't worry you still have term 2 assessments and trials. Legit you have to pick up your game if you want 85+ plus. I believe that you can do so! So don't give up and study hard!
