I heard that you get awards for being in the top 10% of each course. Is this true??

I don't get the honour roll One of my friends got 99/100 for Visual Arts, had an assessment mark of 99/100 and didn't get on the honour roll...How does that work?? and why were 9 other people (Besides the persons who came first) get preference over my friend??
