It's strange because Earth's orbit isn't uniformly slowing down, as in 1999 it atually sped up (the pattern is roughly: slow down, speed up, and now slow down again).

Well no, as the start of a day is usually denoted by "00:00:00" which is after 23:59:60. So the second is at the end of 05

That's realy going to fuck with atomic clocks and time syncronization. Satellites are going to fall out of the sky. It'll be worse than Y2K.

It's there to re-syncronise the Earth's rotation with the Atomic clocks, so it wont do anything.

Apparently the worst that will happen is that GPS devices will think they are 300,000 km away from where they really are for that second.
