Depends on whether they're PLAYING two characters, or if their character is imitating other characters (i.e. by recreating a dialogue)

Start really slow practice, and repeat getting faster every time. If you make a mistake, start at the original slow speed and start again.

Lol my piano teacher moved me up from 6th to 7th and when I was on 6th I didn't even have the chance to play staccato double sixths properly and now I'm here.

An actor playing two roles doesn't mean anything imo I think it's just the characters that decide this.

Quiet/soft (mezzopiano and below) staccato is the bane of my hands
