If u mean cpu fan then it depends if ure mother supports the ability to control the fan through software (or bios).

Im not sure of how to do it though, sorry.

i higly doubt the windows environment has any calls to turn off any fans

Just get a fanbus :p, I think i've seen some programs that can turn off fans, but can't remember where I saw it, one of the hardware sites.

Yeh there are programs that adjust fan speed but ure motherboard must support it.
FanBus is a good idea. I have one (High-Low-Off) with LED's. You can get those other types (with a turning knob) that can adjust the speed.

LMFAO. that would be a good program turn off their fan, and have a button thats says turn it back on. and a msgbox comes back saying fan is back on when in fact its not. mwahahhah
